How to get rid off Dark circles & dark spots?

I have dark circles, dark spots and black heads which product I should use? I have tried The Ordinary Hyaluronic Acid 2% for a month still no difference. I have combination skin type.

Can anybody help me and tell me if this is fungal acne or it is just normal acne? The last 2 pictures is how my forehead is looking at this very moment. The first picture is how my forehead use to look before all this happened. Also in previous years I use to get little forehead bumps but they would go away so it wasn’t a problem. My forehead has never been this bad. Let me know any tips or any products that would help my situation. Thank you :)! Also I’m on a budget cause I don’t wanna keep wasting my parents money on useless products.
